Our Story (history and legacy):

Incorporated in 1996 by F. William “Bill” Othon, OTHON is a nationally recognized multi-discipline civil engineering firm.
Today OTHON is an award-winning company with over 100 employees.

Our diverse group of Professional Engineers, designers and team members lead the way by providing a full range of design services in roads and highways, bridges and structural engineering, transportation planning, traffic engineering, high speed rail systems, pumping and drainage networks, airports, municipal infrastructure, intelligent transportation systems, construction services, public involvement and program management services for all levels of government agencies as well as private developers.

Founded in 1996 by the late F. William ‘Bill’ Othon, PE as a small environmental and public works company, OTHON expanded its operations in the early 2000s to leading roadway design, aviation, public works design, and construction management projects.

A Cuban immigrant and exceptional engineer, Bill developed his skills as a public infrastructure advocate. He dedicated his company to the singular principle of excellence in engineering by supporting his staff’s welfare above his own and fostering commitment to providing quality and economic solutions to our communities’ greatest infrastructure challenges. Almost 30 years later, OTHON is led by Bill’s son Charles, who broadened the company’s vision and expanded its services across the US.

OTHON provides comprehensive services performed with laser focus from groundbreaking to ribbon cutting. We perform an initial comprehensive constructability review of all design components. We provide construction engineering and inspection, including daily work reports and verification of the accuracy of contractor charges. Understanding that during construction, schedule deviations can be budget busters, we perform a time impact analysis anytime an unexpected issue arises.

As we deliver system solutions, we carefully address the complex challenges of meeting the growing demand for safe drinking water while protecting both ground and surface water resources. Today, many government agencies, commercial enterprises, and private companies face a host of issues including fiscal constraints, high-density development, aging infrastructure, capacity limitations, and the need to comply with increasingly stringent environmental regulations.

With our comprehensive understanding of regulatory frameworks and permitting requirements, our team assures that projects remain fully compliant. We provide a wide range of services, including feasibility studies, new facility construction, rate structure analysis for water supply, treatment, storage, and distribution, as well as wastewater conveyance and treatment design. Additionally, we have extensive experience in developing design alternatives, creating rehabilitation plans, performing sophisticated hydraulic modeling and conducting thorough wetlands investigations.

Design: Our team of experts will lead the detailed design of the stormwater surface collection and conveyance system, assuring full compliance with project criteria. Storm sewers and ditches will be appropriately sized to meet the required storm frequencies and capacity standards, in line with agency regulations. To optimize project costs, SWMM modeling will be utilized to evaluate various drainage alternatives, considering factors such as pond impacts and flat terrain. Additionally, we will analyze the capacity of existing storm sewers and ditches to determine whether additional laterals are necessary, with the goal of minimizing the length and depth of the storm sewer system.

 

Detention: Stormwater detention will be incorporated to address the increased runoff from additional impervious surfaces due to new paving. We will conduct an impact analysis to assure the project does not negatively affect adjacent properties. The required detention storage volume will be calculated for each drainage area, based on inflow hydrographs and the maximum allowable outflow for the design storm event. Any additional impervious area from new paving will be accounted for in this analysis. To minimize costs, our team will work closely with the client to identify the most feasible and environmentally sustainable detention locations.

 

Stream Crossings: Crossing structures will be modeled using HEC-RAS for existing, interim, and ultimate conditions. In floodplain areas, we will develop a base hydraulic model calibrated to the FEMA Flood Insurance Study (FIS) and Flood Insurance Rate Map (FIRM) data, including the Base Flood Elevation (BFE). The model will then be updated to reflect the proposed crossing structure. A comparative analysis of the existing and proposed models will be conducted to quantify any potential impacts. We will design the proposed structure to minimize its effect on the floodplain, ensuring compliance with regulatory standards.
